Description
The task is to implement an ability for users to introduce an offset of X and Y wire planes inside MWPC stations in the BeamDet.
X-plane offsets in the X dimension, Y-plane - in Y-dimension.

Offsets are implemented as parameters of the .xml file. "X" - shifts X-wires along X-axis, "Y" - shifts Y-wires along Y-axis.
Mother gas volume extends to boundaries of shifted gas planes as shown in the figure.
